DEFINITION: Under close (I) or general (II/III) supervision, receives and processes Treasury deposits and property tax payments; responds to property tax and general collections inquiries from the public; monitors, balances, and reconciles related accounts; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS: This is a flexibly staffed clerical series reporting to the Treasurer-Tax Collector Operations Supervisor, Treasury-Tax Specialty. Treasurer-Tax Collector Operations Specialist I is the entry-; II is the journey-; and III is the advanced journey-level class in the series. Work at the Treasurer-Tax Collector Operations Specialist I level is characterized by the performance of cashiering duties, while work at the Treasurer-Tax Collector Operations Specialist II level is characterized by the performance of cashiering duties and providing tax information to the public. Incumbents in the Treasurer-Tax Collector Operations Specialist I class are expected to promote to Treasurer-Tax Collector Operations Specialist II after obtaining the required knowledge, abilities, and experience.

Work at the Treasurer-Tax Collector Operations Specialist III level is characterized by the performance of the more difficult remittance processing and account reconciliation duties and also responds to more difficult property tax and general collection inquiries from the public. In addition, incumbents may be rotated throughout the different Treasury-Tax assignments in order to meet the department's staffing needs. Furthermore, Treasurer-Tax Collector Operations Specialist III incumbents serve as technical experts to department staff temporarily reassigned to the Treasury-Tax Division during peak tax collection periods. Promotion to Treasurer-Tax Collector Operations Specialist III is dependent on the work requirements of the department.

EXAMPLES OF DUTIES:

1. Accepts, verifies, reconciles, and prepares receipts for Treasury deposits, property tax payments, business license fees, and general collections payments made via direct, armored, mail, credit card, electronic fund transfer, and wired deposits; balances cash drawers; reconciles balancing discrepancies; and prepares bank deposits and related accounting forms.
2. Responds to phone and walk-in inquiries from property owners, developers, and other debtors regarding property tax bills, general collection accounts, and redemption plans and options; explains difficult tax laws in understandable terms to taxpayers; researches tax and collection bill issues; and prepares related written correspondence to taxpayers.
3. Balances and reconciles fund balances for redemption, secured, supplemental, and unsecured property tax rolls; processes returned items; communicates verbally and in writing with property owners or their agents regarding returned checks; prepares claim forms and journal entries; creates and mails returned item fee statements; and tracks payment of fees.
4. Operates a remittance processing system, including: entering data, imaging documents, and encoding, endorsing, and sorting all payments and deposit documents received by mail and walk-in activity; reviews batches for processing errors; researches and corrects exception items; and allocates and posts collection payments to automated collection system.
5. Receives applications for subdivision and lot-line adjustment tax security requests; determines whether applications comply with Revenue & Taxation Code requirements; determines amount of and monitors deposits for security required to guarantee payment of taxes; processes these applications with and among Assessor, Auditor-Controller, and Clerk of the Board; and issues refunds when applicable.
6. Cross-trains on other division assignments in order to provide back-up as needed.

EMPLOYMENT STANDARDS:

Level I:

1. Six months of cash handling and related clerical recordkeeping experience; or,
2. a combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.

Desirable experience: experience working in a(n) title company, escrow office, or other setting that would provide working knowledge of property tax escrow accounts.

Level II:

1. Eighteen months of clerical accounting experience that included a combination of cashiering and property tax escrow account duties; or,
2. one year of experience performing duties equivalent to the class of Treasurer-Tax Collector Operations Specialist I with Santa Barbara County; or,
3. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Level III

1. Three years of progressively responsible clerical accounting experience that included: a combination of cashiering and property tax escrow account duties and experience operating cashiering and remittance processing systems currently used by the department; or,
2. eighteen months of experience performing duties equivalent to the class of Treasurer-Tax Collector Operations Specialist II with Santa Barbara County; or,
3. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Knowledge of:

LEVEL I: U.S. monetary system; cash handling practices; basic arithmetic including addition, subtraction, multiplication, division, decimals, and percentages; and current filing methods to accurately maintain and receive records.

LEVEL II: In addition to the Treasurer-Tax Collector Operations Specialist I knowledge listed above: clerical accounting procedures; property tax payment and collections system concepts and procedures, including escrow accounts; and modern office practices, including file maintenance.

LEVEL III: In addition to the Treasurer-Tax Collector Operations Specialist II knowledge listed above: advanced clerical accounting procedures, including account reconciliation; basic California Revenue and Taxation Codes; and remittance processing system and procedures currently used by the department.

Ability to:

LEVEL I: properly handle currency; keep accurate records of currency, receipts, deposits and other transactions; balance cash drawers; add, subtract, divide and multiply figures accurately; communicate effectively verbally; read and understand correspondence and procedures; write legibly; file information alphabetically, numerically, and chronologically; follow written and oral instructions; assist customers in a courteous, helpful manner; maintain confidentiality of information; operate a variety of modern office equipment, personal computers, and peripheral equipment; and learn clerical accounting and property tax payment and collection systems.

LEVEL II: In addition to the Treasurer-Tax Collector Operations Specialist II abilities listed above: proficiently use 10-key by touch; reconcile routine accounts; prepare simple correspondence; apply codes, rules, and written procedures to work; and learn remittance-processing systems and procedures.

LEVEL III: In addition to the Treasurer-Tax Collector Operations Specialist II abilities listed above: understand financial transactions and relationships among various accounting and tax documents; reconcile difficult accounts; prepare journal entries; prepare daily and month-end reports; interpret, explain, and apply codes; locate, research, and resolve errors; communicate technical information to individuals who are upset; and train co-workers on basic property tax payment collection procedures.
