DEFINITION: Under direction, plans, coordinates, and supervises the work of staff engaged in office or field land surveying operations; performs professional-level land surveying work; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS: Positions in this flexibly-staffed class series supervise the staff and operations of the office or field surveying section of the Public Works Department; however, only licensed incumbents are in responsible charge of work assigned to their section.

EXAMPLES OF DUTIES:

1. Plans, organizes, and supervises the work of clerks and paraprofessional staff involved in either the processing of private sector or County-generated maps and documents prior to recordation or the establishment and/or maintenance of right of way, boundary, topographic mapping, and horizontal and vertical control; develops standards and guides for staff activities; trains and develops staff; and evaluates the performance of staff.
2. Resolves difficult and complex office and field surveying problems using computer and calculator programs and mapping software; serves as a technical specialist for public works staff and the general public in the application of survey principles and practices; reviews the work of staff for surveying principles, mathematical accuracy, and technical compliance with Professional Land Surveyors Act, Subdivision Map Act, and other federal, state, and local laws, standards, and guidelines; and when licensed, approves, signs, and seals survey documents prepared by staff.
3. Coordinates field surveys with civil engineers, project managers, other County employees, and the public; assigns project accounting numbers; enters data into the performance measurement tracking system using spreadsheet, database, or other computer software; monitors performance measures; researches, coordinates, prepares, and presents technical reports to departments, committees, and commissions; and proposes ordinance and policy revisions.
4. Supervises the planning, preparation, and maintenance of surveying systems, procedures, and projects such as the indexing of maps and documents, perpetuation of existing record monuments, and implementation of a Global Positioning System (GPS) and a county-wide Geographic Information System (GIS).
5. Reviews, evaluates, and rates proposals submitted by various consultants for land surveying projects to be performed under contract; monitors contractor's progress; reviews contractor fieldwork and data; approves payments; and issues certificate of completion.
6. Serves as a voting member of the Agricultural Preserve Advisory Committee and performs duties that include ensuring compliance with the Williamson Act and Uniform Rules, approving legal descriptions, providing maps for contracted lands, and providing input on parcel validity.
7. May perform Survey Party Chief or Survey Specialist duties, including leading field survey crews, researching existing recorded documents, producing maps from field survey notes, writing legal descriptions using word processing software, or checking tentative parcel maps, tract maps, and voluntary mergers for compliance with applicable state and local laws and standards.
8. When licensed, may act as the County Surveyor-Deputy Public Works Director in his/her absence.

EMPLOYMENT STANDARDS:

Survey Supervisor:

1. Possession of a bachelor's degree in land surveying and two years of broad based progressive experience in land surveying, including one year of responsible office training and one year of responsible field training; or,
2. six years of broad based progressive experience in land surveying, including one year of responsible field training and one year of responsible office training; or,
3. equivalent combination of training, education, and experience that would provide the required knowledge and abilities listed below and that also meet the requirements for the California Professional Land Surveyor's exam (California Business and Professions Code �8742).

Deputy County Surveyor:

Possession of a valid California Professional Land Surveyor's License issued by the Board of Registration for Professional Engineers and Land Surveyors OR a valid Certificate of Registration as a Civil Engineer issued by the Board of Registration for Professional Engineers and Land Surveyors issued prior to January 1, 1982.

Additional Requirements for Survey Supervisor and Deputy County Surveyor:

Positions may initially be filled at either the licensed Deputy County Surveyor level or the unlicensed Survey Supervisor level. However, as a condition of continued employment, appointees to the Survey Supervisor class must obtain, and provide proof of passing, the California Professional Land Surveyors license within eighteen months of appointment. Appointees are expected to sit for the professional licensing exam during the first exam cycle after appointment and provide proof of exam results to the appropriate supervisor within two weeks of receiving notification of the exam results.

Additional Qualifications: Possession of a valid California Class C Driver's License may be required for some positions in this class.

Knowledge of: principles, practices, and procedures of land surveying; and federal and state laws related to land surveying and subdivision of land; civil engineering plans, maps, and specifications related to surveying; computerized mapping technologies related to surveying; surveying instruments, including electronic total station, data collector, and theodolites; principles of algebra, geometry, and trigonometry as used in office and field survey analysis; computer applications and software capabilities related to the processing of field data and Geographic Information Systems; Global Positioning System capabilities; computerized word processing, database, and spreadsheet applications; standard English grammar and usage; contract administration; and principles and practices of supervision.

Ability to: plan, organize, prioritize, and delegate work; monitor and evaluate performance; select, train, evaluate, counsel, and discipline staff; explain and interpret policy; explain technical concepts to others; read, analyze and interpret technical information and/or property descriptions for surveying or related operations; exercise independent judgment; make complex mathematical computations; prepare written correspondence and technical reports; and establish and maintain effective working relationships with County staff, engineers, developers, contractors, and the general public.

Special Requirements: Work is performed both outdoors and in an office environment. Outdoor work may be conducted at landfills, construction sites, and in traffic. To perform the essential functions of the job, incumbents may be required to perform moderately strenuous tasks, including lifting and carrying instruments weighing up to 75 pounds over rough terrain. Incumbents may also be required to clear vegetation, dig holes, and pound stakes with hand tools.
