Reprographics Supervisor

Salary: $21.82-$26.64 hourly / $3,795-$4,633 monthly / Range: 5514

DEFINITION: Under direction, plans, organizes, and supervises the operations of the County's centralized Quick Copy and Offset Printing sections; acts as the primary contact with customer departments in areas of capability, cost, scheduling, and customer service; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS: This is a single-position class reporting to the EDP Network and Operations Manager, in which the incumbent is responsible for supervision, direction, staffing, and operation of centralized Quick Copy and Offset Printing operations. It is distinguished from the Senior Offset Equipment Operator in that the Supervisor is primarily responsible for supervision and counseling of staff, as well as budgetary and other administrative duties related to the Reprographics unit. The Senior Operator is responsible for providing training and technical support to other staff and for basic shop operations.


1. Supervises the work of staff providing centralized copying and offset printing services, including typesetting and photocomposition, pre-press camera and platemaking operations, offset printing, analog and digital high-speed copying, color copying, and bindery operations; participates in selection of staff; directs the training of all staff in internal policies/procedures and in the operation and maintenance of equipment; establishes standards and evaluates performance; develops and directs the implementation of new and updated operational policies required to ensure safety of staff, operation of equipment, production flow, new technology, and quality requirements; counsels employees; and recommends disciplinary actions.
2. Estimates job costs using a computerized estimating/billing system; reviews estimates with customers and provides cost, capability, scheduling, and layout options for proposed work; orders supplies and stock to ensure that stock quantities are appropriate for current and projected work; develops scope of work, solicits bids, and negotiates contracts for work to be outsourced in the most cost-effective manner.
3. Assigns incoming services requests; specifies stock and job layout; establishes work schedules; determines priorities; monitors the production process; and establishes quality control standards.
4. Consults with customer departments to become acquainted with their printing, graphics, and forms design needs; resolves customer service problems that are referred by subordinate staff; researches new printing and graphics systems and production techniques in order to develop and make available new services to Reprographics customers; evaluates and recommends new equipment; develops specifications for equipment replacement.
5. Collects information about costs, revenues, and services provided in order to develop budget requests; administers unit budget by monitoring revenues, expenditures, and performance statistics; assists with the development of a charge-back rate structure; recommends prices for new services; prices printing requisitions using a computerized estimating/billing system; evaluates the cost of Reprographics services and identifies and evaluates alternate methods or equipment which can reduce costs; prepares narrative and statistical reports regarding activities of the unit, such as operations, inventory, utilization, and accounting.


1. Five years of experience operating high-speed copiers and offset printing equipment, including experience in pre-press setup and platemaking, offset press operation, and post-press bindery operations; or,
2. one year of experience performing duties equivalent to Offset Equipment Operator, Senior with Santa Barbara County; or
3. equivalent combination of training, education, and experience that would provide the required knowledge and abilities.

Knowledge of: equipment, production techniques, and procedures utilized in a full service printing and copying operation; various types of offset printing equipment and processes; graphics processes; auxiliary printing equipment such as collators, binders, and plate makers; safety practices associated with operation of offset printing equipment; principles of customer service; English grammar and usage sufficient to prepare documents such as performance evaluations and justifications for new equipment; basic arithmetic.

Ability to: plan, organize, assign, prioritize, and delegate the work of self and others; learn and apply supervisory principles and practices; learn and apply principles and practices of budget and contract administration; develop and implement operational procedures; gather and analyze data, draw conclusions, and make recommendations; use a computer and related software; maintain accurate records; establish and maintain cooperative working relationships; prepare a variety of narrative or statistical reports.

DESIRABLE QUALIFICATION: Experience as a leadworker in an offset printing operation is desirable.
