Salary: $25.62-$31.28 hourly / $4,457-$5,441 monthly / Range:
DEFINITION: Under general supervision, to supervise the operation
of a refuse transfer station or sanitary landfill; and, to perform
related duties as required.
DISTINGUISHING CHARACTERISTICS: Positions in this class are
responsible for the overall supervision of refuse disposal,
landfill, transport and truck repair operations at a refuse transfer
station or sanitary landfill site.
EXAMPLES OF DUTIES: Plan, organize and direct the personnel and
operations at a refuse transfer station or sanitary landfill
including the following: refuse check-in, traffic control and fee
collection; heavy equipment, loader, and heavy truck operations and
dispatch; service and maintenance of heavy equipment; grading of
access roads and sites for public dumping; and refuse burying and
disposal. Enforces provisions of County refuse disposal ordinance,
participates in the selection, training, and discipline of staff,
establishes and maintains safety procedures and policies, assists in
preparation of division budget, orders and purchases parts and
equipment, prepares and maintains work records and reports.
1. Three years of experience working at a refuse disposal or
sanitary landfill site, preferably in the operation or maintenance
of heavy equipment; or,
2. one year of experience equivalent to the class of Refuse Leader
with Santa Barbara County; or,
3. equivalent combination of training, education and experience that
would provide the required knowledge and abilities.
Knowledge of: the functions and operations of a refuse transfer
station or sanitary landfill site; refuse disposal regulations;
service and repair requirements of heavy trucks and equipment;
public service functions of refuse facilities; drainage and basic
engineering principles of grading and elevation; principles of
supervision; basic record keeping requirements; and basic principles
of budgeting and purchasing.
Ability to: supervise and coordinate maintenance, operations and
public service staff at a refuse disposal site; assure adequate
coverage to meet division needs; read and interpret related
blueprints and drawings; prepare effective plans of operation; plan
for and request budget and purchasing needs; and maintain records
and prepare simple reports.
Additional Requirements: Possession of a valid California Class C
Driver's License is required at the time of appointment.
