Refuse Inspector

Salary: $19.77-$24.13 hourly / $3,438-$4,198 monthly / Range: 5316

DEFINITION: Under general supervision, enforces County refuse codes and vehicle abatement ordinances including investigating complaints, preparing appropriate reports, and collaborating with affected property owners and agencies to achieve compliance; performs other related tasks as assigned.

DISTINGUISHING CHARACTERISTICS: This class is distinguished from other compliance or enforcement classes by its responsibility for the enforcement of refuse and vehicle abatement codes and ordinances, as well as the remediation of illegally dumped materials.


1. Receives and responds to complaints of suspected violations of County ordinances for refuse handling and vehicle abatement; locates property using a map and property descriptions; obtains appropriate permission to inspect site, occasionally involving the obtaining of search warrants; determines the nature and extent of violations; attempts to gain voluntary compliance from property or vehicle owner using a variety of enforcement tools; follows up with by personal contact or additional site inspections; may issue citations; identifies necessary involvement of appropriate federal, state, county, or local agencies; coordinates meetings and additional site inspections; prepares narrative reports for use by management or officers of the court; assigns and supervises activities of refuse and litter collection support crews.
2. Regularly patrols assigned areas; may pick up obvious pieces of refuse, such as old tires on the side of the road; enforces County refuse ordinances and laws pertaining to illegal refuse disposal; researches existing files and makes field inspections; identifies possible hazardous or toxic materials; supervises work crew for cleanup of some sites; identifies property owner; confers with District Attorney's Office to determine compliance in difficult cases; provides support and evidence for cases that go to prosecution.
3. Enforces County vehicle abatement program; identifies abandoned or inoperative vehicles on private or public property; completes vehicle abatement forms; coordinates with the Sheriff's Department and the California Department of Motor Vehicles to determine ownership and removal procedures.


1. Two years of experience interacting with the public that involved the enforcement of rules and regulations; or,
2. a combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.

Additional Requirements: Possession of a valid California Class C Driver's License upon appointment. Must successfully complete a P.C. 832 course as a condition of passing probation and must be able to lift 50 lbs.

Knowledge of: general principles and practices for enforcement of rules or laws; standard English usage and grammar.

Ability to: read, understand, interpret, and apply complex rules, regulations, laws, and ordinances; learn Santa Barbara County refuse and vehicle abatement codes and ordinances; meet and interact tactfully with the public; learn evidence collection and hazardous or toxic waste identification and disposal procedures; learn inspection techniques; gain compliance from the public; compile data and draw logical conclusions to make recommendations; work under tense or volatile situations; prepare narrative reports and forms; establish and maintain effective working relationships with Federal, State, County, and other local agencies; appear as a court witness; read maps and property descriptions; supervise staff and activities; maintain office files; work independently; organize work in order to meet strict deadlines; use a personal computer and standard business software applications.

Desirable Qualifications: Experience with refuse and vehicle abatement codes and ordinances or similar regulations is highly desirable.
