Refuse Checker, Supervisor
Salary: $18.46-$22.53 hourly / $3,210-$3,918 monthly / Range:
DEFINITION: Under general supervision, supervises the work of
Refuse Checkers at the transfer station and landfills. Supervises
and participates in: estimating weights and load composition,
determining, collecting, and tabulating disposal fees; directing and
controlling traffic; and enforcing refuse ordinances and safety
rules; and performs related tasks as required.
DISTINGUISHING CHARACTERISTICS: This class is distinguished from the
Refuse Checker by its responsibilities for assigning, scheduling,
training, and evaluating work of Refuse Checkers at the transfer
station and landfill disposal sites.
EXAMPLES OF DUTIES:
1. Supervises refuse checkers at the transfer station and landfills
on various shifts; trains refuse checkers in operation of scale
houses to ensure compliance with local, state, and federal
regulations related to municipal solid waste; evaluates performance
of refuse checkers; recommends disciplinary actions; conducts staff
meetings to disseminate information and to train staff; generates
and distributes reports on volumes and tonnages of refuse
collections from automated system; reviews cash register
reconciliation reports to identify problems and to ensure accuracy
of collections; and arranges for repairs or maintenance of scale
2. Estimates material load composition; weighs refuse vehicles, and
calculates and collects disposal fees; operates computerized cash
and charge registering system; issues receipts; prepares reports and
maintains proper receipt records; prepares daily bank deposits; and
estimates and obtains daily cash and change requirements.
3. Enforces refuse ordinances and facility safety rules; identifies
and prevents unloading of illegal solid waste and hazardous or toxic
materials; and reports illegal dumping to alert management.
4. Identifies and corrects minor computer software failures; refers
more complex problems to programmer and follows direction to bring
system on line; and responds to system down time by converting to
manual accounting systems.
5. Directs and controls traffic at transfer station and landfills;
inspects loads being discharged to determine content; coordinates
loader operation with traffic flow; and maintains contact with scale
house and other operational personnel while on the pad to ensure
effective operations at site.
6. Operates loaders as needed when staff shortages occur.
1. Three years of experience involving estimating weights and
collecting fees for refuse materials; or,
2. two years of experience performing duties equivalent to the class
of Refuse Checker with Santa Barbara County; or,
3. equivalent combination of training, education and experience that
would provide the required knowledge and abilities.
Possession of a valid California Class C Driver's License.
Knowledge of: volume-weight relationships of various types of refuse
and vehicles; safe work practices and regulations; proper unloading
procedures and traffic direction; and basic math to balance cash
register receipts to funds received.
Ability to: read and apply appropriate safety rules and ordinances;
identify illegal, hazardous, or toxic materials and substances;
maintain accurate records of materials, funds received, and safety
training provided; write simple memos using correct grammar,
punctuation, and spelling; deal tactfully and effectively with the
public; correctly read platform scales; establish and maintain
effective working relationships with co-workers and staff; handle
multiple tasks simultaneously; organize work and set priorities; and
learn to use various computer applications for records maintenance
and report generation; learn to supervise work of staff; and learn
to conduct training on work procedures and safety practices.
Incumbents are required to work rotating shifts and holidays, and
may be exposed to unpleasant field conditions including rainy, cold,
or hot weather.
