Project Manager - Surface Treatment Program

DEFINITION: Under administrative direction from the Deputy Public Works Director, directs multi-disciplinary teams completing specialized and highly technical projects related to the rehabilitation and reconstruction of public works transportation facilities (roads/overlays, curbs, gutters, and sidewalks) ; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS: Project Managers are distinguished from departmental managers by primary assignment of highly skilled and specialized project management of time-limited highly technical projects. Project Managers are also distinguished from departmental managers by management of multi-disciplinary teams made up of professionals from all sectors of the County, external consultants, citizen participation advisors, members assigned from other governmental agencies, non profit organizations, and the private sector.

The Project Manager, Surface Treatment Program is further distinguished from the Project Manger, Traffic Management in that the latter is responsible for traffic engineering, including signal design/timing, roadway/intersection geometrics, and for operations of the County's Traffic Management Center, while the Project Manager, Surface Treatment Programs is responsible for Surface Treatment Grant application and administration, for establishing priorities and making technical/engineering decisions related to road surface rehabilitation and reconstruction, and for managing the surface treatment component of the Road Maintenance Annual Plan.

EXAMPLES OF DUTIES:

1. Establishes priorities for surface treatment projects through needs assessment and consultations with partners and stakeholders such as Caltrans, the Federal Highway Authority, the Santa Barbara County Association of Governments, staff in Public Works and other County departments, utilities and special districts, as well as community members and organizations.
2. Develops related grant applications for funding from federal, state, and local agencies; administers grants for specific projects, from conception, through design, resource allocation, scheduling, quality control, completion, and maintenance.
3. Manages Surface Treatment Program project activities through contacts with other affected public agencies, citizen advisory groups, internal and external stakeholders, boards, committees, and commissions.
4. Reviews engineering, design, and condition of public works transportation facilities and provides technical advice to decision-makers on the potential impact of projects in the surface treatment program of the Public Works Department.
5. Directs and manages multi-disciplinary teams of engineers, planners, and technicians in the Specification Group of the Transportation Engineering Section of the of the Public Works Department.

EMPLOYMENT STANDARDS:

1. A minimum of five years of increasingly responsible professional experience in civil engineering that included project management; or,
2. equivalent combination of training, education, and experience that would provide the required knowledge and abilities.

Registration as a professional civil engineer in the State of California is desirable but not required.

Knowledge of: the principles and practices of civil engineering/project management and the ability to apply them to the planning, design, construction and maintenance of surface treatment projects; team building techniques appropriate to groups composed of County staff, outside agencies and stakeholders; current federal, state, and County policies and requirements for land use, zoning, and comprehensive planning; principles and practices of business and public administration; research, analytical, and data collection techniques; principles and practices of management, supervision, and training; federal and state regulations related to the project; and budget administration.

Ability to: coordinate activities between various County, State and Federal agencies on time-limited, highly technical projects to meet specified goals; develop and set timelines for project completion; engage in team building among project participants; acquire/maximize project resources from grants, existing agencies, organizations, stakeholders, etc., through cooperative efforts; direct the development of study techniques and protocols to ensure quality control and quality assurance for any project studies; make complex presentations to the public, stakeholders, other agencies, media; conduct effective public participation meetings; oversee and supervise consultants performing project work; prepare and present clear and concise written narrative and statistical reports; demonstrate tact and diplomacy.
