Planning And Development Assistant Director

DEFINITION: Under administrative direction, plans, organizes, and assists in the direction of the Planning & Development Department through subordinate managers; assists the Planning & Development Director in formulating and implementing that department's policies and procedures; acts for the Director in the Director's absence; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS: This is an at-will, assistant department head class. The incumbent is exempt from Civil Service and serves at the pleasure of the department head. The incumbent, on behalf of and with the authority of the Planning & Development Director, assists the Director in the execution of his/her authority and responsibilities in the areas of executive leadership, managerial and organizational effectiveness, project management, and fiscal planning and budget accountability, as carried out by the division managers.


1. Directly and through subordinate managers, plans, organizes, directs, controls, and reviews the operations of the department; coordinates the development, implementation, and evaluation of a departmental strategic plan; directs and assists division managers in a variety of areas such as development of operational plans, achievement of Board goals and priorities, organizational development, managerial effectiveness, and process improvement, by providing policy direction, technical assistance, legislative support, managerial expertise, advice, and counsel.
2. Implements policies and procedures related to the effective administration of the department; ensures that departmental programs operate in the most effective and efficient manner by facilitating and coordinating inter-divisional issues and projects; mediates interdivisional disputes; ensures that adequate internal communication exists to avoid conflicts and misunderstandings and to improve the department's effectiveness; implements and manages automated project tracking systems, geographic information systems, complaint tracking systems, and other systems and processes to improve departmental effectiveness; implements and oversees process analysis and improvement.
3. Ensures that direction by the Board of Supervisors, County Administrator, and director is carried out and that County policies, rules, regulations, and operating programs are implemented; supervises the review of Board and Planning Commission agenda items and the preparation of departmental recommendations on such items; ensures that public meetings on departmental matters are in compliance with applicable rules and laws; encourages community input and public participation in the formulation of land-use policy and issuance of development permits; represents and advocates for departmental programs, policies, and priorities in public workshops, legislative hearings, and the media.
4. Conducts managerial and organizational reviews and studies; reviews departmental organizational structure and recommends reassignments or consolidations of functions, as appropriate; monitors and evaluates division budgets, expenditures, and revenues; prepares reports and other information for County commissions, Board members, County Administrator, other jurisdictions, and the public.


1. Possession of a bachelor's and broad, extensive, and progressively responsible managerial experience in a public jurisdiction or private entity engaged in community and regional planning, or related field; or,
2. two years of experience performing duties equivalent to a Planning & Development Deputy Director with Santa Barbara County;
3. equivalent combination of training, education, and experience that would provide the required knowledge and abilities.

Additional Qualifications: Possession of a valid California Class C Driver's License is required. Independent travel around the County is required.

Knowledge of: principles of management analysis, organizational design and development, and process analysis and improvement; current management theory and practices; principles and practices of project management, employee supervision, performance management, affirmative action, and staff development; principles and methods of conflict resolution; negotiation methods; team-building techniques; principles and practices of performance-based budgeting, public budgeting, program management, contract administration, and customer service; geographic information systems; principles and practices of community and regional planning as applied to areas of widely varying size, terrain, population density, and use; state and federal laws pertaining to planning, environmental review, zoning, subdivision, and related land-use matters; principles, programs, and practices of California local planning agencies; standard English grammar and usage.

Ability to: plan, organize, assign, prioritize, and delegate the work of professional, technical, and administrative staff; learn local laws and ordinances related to land-use planning; implement programs, administrative policies, and organizational structures; define problems, collect, analyze, interpret, and evaluate data, and select or recommend alternatives; project consequences of decisions and/or recommendations; balance competing priorities; exercise independent judgment; communicate effectively, verbally and in writing, in a wide variety of settings, including presentations before legislative bodies and community forums, facilitation of intradepartmental discussions, media interviews, and formal written reports; establish and maintain effective working relationships with colleagues and subordinates, especially in sensitive relationships with other government representatives, community groups, and county executives; represent the department with tact and diplomacy; mediate and resolve conflicts and disputes between divisions; persuade and influence others.

DESIRABLE QUALIFICATIONS: Possession of a graduate degree in public or business administration, urban or regional planning, or related field.
