Patient Accounts Supervisor

Salary: $20.47-$24.99 hourly / $3,561-$4,347 monthly / Range: 5386

DEFINITION: Under direction, in the Health Care Services Department, supervises and participates in the activities of the Patient Accounting Division; and, performs related duties as required.

DISTINGUISHING CHARACTERISTICS: Incumbent is a working supervisor in charge of a staff assigned to bill and to collect patient accounts. Incumbent participates in germane activities at the more complex level, or as workload or other circumstances may require. Incumbent reports to the Data Processing Coordinator, and in the Coordinator's absence assumes responsibility for the entire data processing and patient accounting operations.

EXAMPLES OF DUTIES: Confers with management in the identification of problems, the development of policies and procedures, and the formulation of workload production standards; coordinates billing and collections work with that of other divisions, County departments, and with a wide variety of public and private agencies and individuals regarding monies owed the County; monitors and translates billing information and changes; reviews and analyzes billing and collections work to insure quality of performance and compliance with standards; researches and verifies problems or challenges generated by centralized computer pricing; serves as a backup for Patient Accounts Clerks, as needed; personally processes complex accounts, or works closely and makes recommendations to subordinates confronted with unusual situations; participates in the selection and performance evaluation of staff; trains, directs, and motivates employees; controls staff assignments, work and vacation schedules; develops and administers training and guidance programs; participates in solution of disciplinary problems and counsels staff.


1. Four years increasingly responsible clerical experience with some supervisory responsibility and public contact, including two years medical billing, insurance, or related duties, preferably in a health facility; or,
2. two years experience performing duties equivalent to Patient Accounts Clerk with Santa Barbara County, and some supervisory and public contact experience; or,
3. equivalent combination of training, education, and experience that would provide the required knowledge and abilities.

Education which can be related directly to the requirements of this classification may be substituted for general clerical experience on a year-for-year basis, not to exceed three years.

Knowledge of: principles of supervision; various types of health insurance, such as MediCal, MediCare, and other third-party reimbursers; sources of information to verify insurance coverage, personal earnings and assets, and debtor's ability to meet obligation; health care billing practices; automated billing and accounting systems; collection laws, regulations, and techniques.

Ability to: plan, schedule, assign, coordinate, and evaluate the work of subordinates; train staff; read, interpret, and apply policies and procedures; analyze data, draw conclusions, and make recommendations; exercise independent judgment; maintain effective working relationships with subordinates, superiors, and others; maintain confidentiality.
