Operations And Maintenance Manager

DEFINITION: Under general direction, directs the maintenance and repair activities of the countywide Flood Control program; and performs duties as required.

DISTINGUISHING CHARACTERISTICS: This class is directly responsible for the maintenance and repair projects of the Santa Barbara County Flood Control and Water Conservation District. Incumbent is responsible for coordinating all surveying, inspection, construction, environmental document preparation and permit processing necessary for such project completion.

EXAMPLES OF DUTIES: Plans, directs, assigns, and supervises through subordinate supervisors and support staff, the maintenance and repair of channels, storm drains and appurtenant structure, levees, spillways, and other flood control facilities; determines the maintenance needs and identifies the cost associated with the District's planned maintenance and repair programs; supervises the preparation of environmental impact documentation and the process of all jurisdictional permits and agreements necessary to support all on-going programs; directs the formulation of facility design and minor project construction; supervises the implementation of projects environmental mitigation; assist in the preparation of the District and Zone budget; controls expenditure; works with representatives of other agencies and the public regarding flood control and natural resource problems; and performs related duties as required.


1. Three years of progressively responsible management or supervisory experience of a professional engineering staff; with a minimum of one year of experience implementing flood control maintenance and repair or construction programs, preferability including experience in the preparation of environmental documentation and permit processing; and a Bachelor's Degree from an accredited college or university in natural/physical sciences or engineering; or,
2. equivalent combination of training, education and experience that would provide the required knowledge and abilities.

Knowledge of: equipment, materials and methods used in the operation, maintenance and repair of flood control facilities; local, state and federal environmental regulations and permit processes; practice and procedures estimating costs, materials, labor and equipment needs, for repair and planned maintenance programs.

Ability to: plan, organize and direct the work of subordinate supervisors and field personnel engaged in diversified operations; maintain effective working relationships with others, including other regulatory agencies, departments, subordinates and the public; administer contracts for facility repairs; prepare clear, complete and technically accurate reports; make effective oral presentations to groups in a public forum; work independently under minimum supervision.
