Mapping Technician Chief

DEFINITION: Under general direction, to plan, supervise, and review the preparation and maintenance of maps and ownership records required for assessment purposes; or to plan, supervise, and oversee the preparation of graphic illustrations for land use planning and environmental reports and exhibits; and to do related work as required.

DISTINGUISHING CHARACTERISTICS: This classification is distinguished from the class of Mapping Technician II by the overall responsibility for the effective operation of a major functional unit, whereas the class of Mapping Technician II is a lead position. Duties may vary depending on assignments to the Resource Management Department, Surveying Division of the Public Works Department, or the Assessor's Office.

EXAMPLES OF DUTIES: Directs, plans, organizes, and reviews work of a staff engaged in the preparation and maintenance of a variety of maps, property descriptions, and ownership records; may be responsible to perform the more complex mapping or graphic or illustrative assignments of the functional unit; depending on the work assignment, may apply current assessment law to the preparation of assessment maps, property descriptions and ownership records; or may be responsible for learning the operation, use and capabilities of a computer-aided mapping system and overseeing the conversion of the existing system to the computer-aided mapping system within the assigned functional unit; may assist in formulating policies and budgets for mapping or property-recording activities; established performance standards for quality and quantity of work production; resolves difficult mapping or ownership problems; may render final decisions when interpretations are necessary; establishes and maintains effective working relationships with persons representing a wide variety of interests, which may include title companies, engineering firms, escrow companies, city and county offices, in matters relating to the function of the unit; may interact with the public to explain the work produced.


1. Four years of increasingly responsible experience in the preparation and maintenance of cadastral maps including one year of lead or supervisory experience; or,
2. two years of experience performing duties equivalent to the class of Mapping Technician II within the area of specialty, with Santa Barbara County; or,
3. equivalent combination of training, education, and experience that would provide the required knowledge and abilities.

Knowledge of: the principles, practices, procedures, and techniques necessary to plan, organize, direct, coordinate, and supervise the activities of a map drafting or map graphics functional units, which may include the laws and regulations pertaining to assessment practices, and or the concept and techniques of computer-aided drafting and geographic information systems.

Ability to: read, interpret, and/or write legal descriptions of land parcels and other geographic and topographical land descriptions; perform difficult and complex map drafting or map graphics functions; formulate flight plans and acquire new aerial photography coverage as needed; train, direct, and supervise others; establish and maintain effective working relationships.
