Communications Manager

DEFINITION: Under general direction, plans, organizes and directs the maintenance, installation, operation, and repair of the County's Central Communications Services, including telephone systems, 2-way radio systems, microwave networks, video, audio, and other electronic communications equipment; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS: This is a single-position class in the Technical Services Division of the General Services Department. The incumbent is responsible for the efficient operation and maintenance of Countywide electronic communications services.

EXAMPLES OF DUTIES:

1. Plans, directs, and controls the installation, maintenance, operation, and repair of the County communications systems; evaluates new communications systems and procedures for integration into the County system; assists departments in communications planning and purchasing to ensure compatibility with the overall County system; inspects installations and systems for proper maintenance and for compliance with Federal Communications Commission (FCC) and other appropriate regulations.
2. Assumes responsibility for acquisition of all communications licenses and maintains license data for the Division; keeps fiscal and maintenance records; prepares regulatory and special reports and correspondence.
3. Directs, trains, and reviews the work of technical, clerical, and administrative staff directly or through subordinates; develops priorities and assigns and evaluates the work of staff; implements work standards and manages the performance of the Communications Division; ensures performance standards are met by taking appropriate corrective measures including disciplinary actions.
4. Develops the Communications Division budget and is responsible for the fiscal management of the division; develops customer rates and communicates those rates to the various customer agencies.

EMPLOYMENT STANDARDS:

1. Four years of progressively responsible experience in the maintenance, operation, and repair of telecommunications equipment, wide area 2-way radio systems, digital microwave networks, video and audio systems, and electronic surveillance and control systems, including at least one year of experience in a supervisory capacity; or,
2. a combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.

Additional Qualifications: Possession of a valid California Class C Driver's License upon appointment. Must successfully acquire a General Class Radio-Telephone Operator's license issued by the Federal Communications Commission as a condition of passing probation.

Knowledge of: principles, theory, methods, materials, and equipment used in the design, installation, operation and maintenance of digital telephone systems, wide-area 2-way radio systems, digital microwave networks, video systems, audio systems, and electronic surveillance and control systems; federal rules and regulations affecting communications systems operations; principles of budget development and oversight, project management, and supervision; standard English usage and grammar.

Ability to: plan, assign, review, delegate, and prioritize the work of self and others; design and write bid specifications; evaluate vendor offerings for electronic communications systems and networks; assess and recommend appropriate and cost-effective solutions to customer needs; maintain knowledge of current and emerging technologies; plan and coordinate the installation and use of electronic communications systems within County government and with other agency systems; plan and manage complex short- and long-term projects; prepare budgets and technical reports; develop and implement an effective training program; establish and maintain effective working relationships with staff, colleagues, and vendors; develop and negotiate vendor contracts; design and install various communications systems.
