Clinical Nurse Specialist

DEFINITION: Under direction, to develop as part of a multi-disciplinary team, a broad spectrum plan of care for a specific population of clients, to provide specialized health care to clients in the population; to identify emerging/recurring health problems and develop programs with other agencies to manage these problems; to supervise nursing and nonprofessional staff; and to do related work as required.

EXAMPLES OF DUTIES: In an area of specialization, takes comprehensive psycho-social histories using a variety of interviewing skills; performs and records physical assessments; performs and orders laboratory and screening tests necessary for proper diagnosis and interprets findings; develops in a multi-disciplinary team an individualized broad spectrum plan of care for each client; collaborates and consults with physicians and other health professionals on diagnosis and treatment plans; provides liaison consultation to community agencies such as Public Health Nursing and Mental Health concerning management of patient related health care problems; evaluates client's response to nursing interventions and multi-disciplinary treatment plans; identifies emerging/recurring health problems and their potential impact on the community; identifies complex needs of clients and makes referrals to community agencies for mental health and social services; develops and conducts educational programs to meet the needs of clients; conducts in-service specialty training for staff and other agencies as needed; assists in developing, implementing and maintaining an appropriate record system for problems identified; nursing, medical and mental health intervention; follow-up; supervises nursing and nonprofessional staff.

EMPLOYMENT STANDARDS: Master's degree in nursing including training or experience in a specialized area. Possession of a valid license to practice as a Registered Nurse issued by the State of California.

Additional Requirements: Possession of a valid California Class C Driver's License may be required.

Knowledge of: current health principles and practices; methods of diagnosing and treating the more common medical and developmental disorders; various preventative and diagnostic techniques; gross pathology and interpretation of clinical findings; advanced techniques in counseling and interviewing; teaching and learning principles.

Ability to: interpret medical history findings; interpret laboratory analysis; initiate and follow established protocols and standardized procedures; consult with physicians, other health care team members and other agency personnel; observe and assess patients' social, emotional and economic status; establish and maintain effective working relationships within and outside the agency, communicate with diverse segments of the population; utilize available community resources for referrals; assist in the development, implementation and maintenance record systems; interpret program statistical date; speak before groups presenting technical information clearly and concisely; learn to effectively supervise staff.
