Chief Deputy Controller
Salary: N/A
DEFINITION: Under general administrative direction, assists the
Auditor-Controller in the directing, controlling and managing of
County, districts and other governmental agencies financial and
accounting operations; plans, organizes and directs activities of
Auditor-Controller accounting divisions; and performs other related
work as required.
DISTINGUISHING CHARACTERISTICS: This is single-position class. This
class is distinguished from the class of Assistant
Auditor-Controller by its primary assignment of financial and
accounting control and coordination across County departments,
whereas the Assistant Auditor-Controller's primary responsibility is
to assist the Auditor-Controller in directing and managing the
County's auditing, financial reporting, financial accounting,
financial systems and managerial operations.
EXAMPLES OF DUTIES:
1. Directs, controls and manages the County's, districts and other
governmental agencies financial and accounting operations, based on
State Controller regulations and Government Accounting and Financial
Reporting principles. Directs professional and technical staff
engaged in budgetary, financial and operational accounting. Provides
advice to the Auditor-Controller on a variety of policy and
procedural matters related to effective accounting within County
government and its operating departments.
2. Responsible for the facilitation and coordination of
multi-departmental financial and accounting issues and concerns to
ensure a comprehensive approach in managing County accounting
policies and procedures in the most effective and efficient way.
Manages and controls the financial tables for the Financial
Information Network and Budget Development System.
3. Works closely with the County Administrator and departments in
the development of the budget, capital plan and county financial
management systems. The position works with a finance team on
short-term and long-term financing projects, the team includes the
elected County Treasurer, County Counsel, County Administrator, Bond
Counsel and Underwriter. The incumbent prepares the County's annual
cash flow requirement for the short-term financing and monitors the
cash flow throughout the year. The position acts as a liaison to
districts for their bond issues.
4. Provides direction to Auditor-Controller accounting divisions.
Consults with professional and technical staff engaged in a variety
of financial and accounting activities. Plans, assigns, reviews, and
evaluates work assignments. Participates in hiring, training and
evaluation of staff.
5. Participates in the development and maintenance of financial
management information systems. Provides consultation to departments
and districts regarding financial and accounting systems and
compliance.
6. Researches financial and accounting issues as required by the
County Auditor-Controller, County Administrator or the Board of
Supervisors. Analyzes proposed or enacted legislation for financial
and operational impact on the County. Oversee complex accounting
changes frequently required by legislation.
EMPLOYMENT STANDARDS:
1. Extensive (typically four years') progressively responsible
professional accounting experience in governmental accounting and
finance, including two years of project management or supervisory
experience; or
2. a combination of training, education, and experience that is
equivalent to the employment standard listed above and that provides
the required knowledge and abilities.
Additional Requirements: Possession of a bachelor's degree,
preferably in accounting.
Knowledge of: theory, principles and practices of governmental
accounting, budgeting and financial reporting; debt financing
methods and practices; financial and accounting management systems
maintenance and development; the integration and control of manual
and automated financial accounting systems.
Ability to:plan, coordinate, and organize county-wide financial
accounting policies, procedures, applications, systems and projects;
evaluate complex accounting changes and implement solutions;
interpret and apply legislation that affect governmental financial
and accounting concepts; establish and maintain effective working
relationships with department heads, managers, budget and accounting
professionals; establish standards and evaluate performance; develop
and revise policy and procedures for various accounting matters;
make independent judgments on accounting issues.
Desirable Qualifications:Possession of a Certified Public Accountant
