CCS Caseworker, Supervising
Salary: $17.72-$21.63 hourly / $3,081-$3,762 monthly / Range:
5096
DEFINITION: Under general direction, supervises the work of staff
responsible for supporting medical case management and determining
eligibility and fees for applicants seeking subsidized medical care
for children with physical disabilities through the California
Children's Services (CCS) program; and performs other related duties
as assigned.
DISTINGUISHING CHARACTERISTICS: This is a first-line supervisory
classification and is distinguished from the CCS Caseworker by its
focus on supervising the operations of the CCS Caseworkers.
EXAMPLES OF DUTIES:
1. Supervises and evaluates the work of CCS Caseworkers; provides
training to new and existing staff on program procedures and
regulations; interprets complex program procedures and regulations
and provides clarification to staff, clients, and the public;
consults with the Supervising Public Health Nurse and the CCS
Program Manager to provide guidance to CCS Caseworkers in unusually
complex cases.
2. Participates in the recruitment, interviewing, and selection of
CCS staff; provides orientation to new CCS Caseworkers; provides
direction and motivation to staff; identifies performance issues and
takes appropriate action including additional training, increased
supervision, and disciplinary action if necessary.
3. Oversees a quality assurance program for CCS case management
activities; conducts case reviews to ensure compliance with program
rules and regulations; identifies problem trends and determines
appropriate actions to correct case management errors; responds to
inquiries about services and eligibility from the general public and
other agencies; resolves a variety of complaints regarding service
delivery and eligibility determinations from the general public,
recipients, and applicants.
4. Prepares routine and special reports to assist in program
tracking and management; represents the CCS program at departmental
and community meetings.
5. When required by workload or the absence of a staff member, makes
eligibility and fee determinations and provides medical case
management for CCS clients.
EMPLOYMENT STANDARDS:
1. Two years of experience determining program eligibility and
coordinating services to clients, preferably medical services; or,
2. a combination of training, education, and experience that is
equivalent to the employment standard listed above and that provides
the required knowledge and abilities.
Additional Qualifications: Possession of a valid California Class C
Driver's License and/or the ability to speak, read, and write in
both English and Spanish may be required for some positions.
Knowledge of: the principles of eligibility determination; case
management and coordination procedures; structure and purpose of
public assistance or social services programs; case review
practices; caseload management techniques; computer systems,
including standard office software; standard English usage and
grammar; interviewing techniques; basic medical terminology.
Ability to: plan, organize, and prioritize own and others' work;
learn and apply supervisory principles, such as effectively
delegating work, evaluating performance, training, mentoring,
rewarding, disciplining, and motivating; establish and maintain
effective working relationships; foster cooperation and teamwork
among staff; read, understand, and interpret complex rules,
regulations, and procedures; collect and analyze information, draw
logical conclusions, and make appropriate decisions or
recommendations; work independently; interact effectively with
clients of various ethnic and socio-economic backgrounds;
communicate effectively both orally and in writing in order to
effectively complete reports and interact with clients and the
public; maintain accurate documentation of action taken; make
routine arithmetical calculations necessary for eligibility and fee
determinations; maintain confidentiality of information.
Desirable Qualifications: Prior experience with the California
Children's Services program and previous supervisory experience are
desirable.
