DEFINITION: Under general direction, assists the
department head, an elected official, in the overall management of
the Treasurer/Tax Collector/Public Administrator department; assumes
responsibility in the absence of the Treasurer/Tax Collector/Public
Administrator; performs related duties as required.
DISTINGUISHING CHARACTERISTICS: This is an at-will,
assistant department head class. Incumbents are exempt from Civil
Service and serves at the pleasure of the department head.
EXAMPLES OF DUTIES: Under direction of the Treasurer/Tax
Collector/Public Administrator, plans, organizes and directs,
through subordinate supervisors, financial operations and
administration of the tax collector, retirement, public guardian and
public administrator divisions including accounting, tax
collections, cash management, banking, financial investments, and
administration of decedent estates and trusts; plans for staffing
needs and hires, supervises, trains and evaluates departmental
personnel; interprets applicable provisions of the California
Government Code, Revenue and Tax Code, Probate Code, Welfare and
Institutions Code, and other laws, rules or regulations; develops
and implements departmental policies and procedures; analyzes and
evaluates complex financial and statistical data; coordinates and
supervises depository activities with service banks, schools and
special districts and other departments; analyzes and develops
computer applications and implements system procedures for
accounting; prepares and administers budgets; reviews and implements
operations procedures; provides technical staff assistance to and
attends meetings of the Retirement Board; performs essential duties
of subordinate supervisory staff in their absence; conducts bond
foreclosure proceedings and coordinates bond calls.
EMPLOYMENT STANDARDS: Training, education and experience
which would provide the required knowledge, skills and abilities. A
typical way to gain this would be three years of management
experience in an organization which provides a wide range of
financial services such as property tax and debt collections, cash
management, banking services and the investment of funds, two years
supervisory experience, and related college level coursework.
The desirable candidate will have experience in tax collections,
retirement administration or administration of decedent estates as
well as upper division coursework or a degree in business economics,
finance, business or public administration.
Knowledge of: principles and practices of financial
management and investment, personnel management and supervision;
accounting, financial and banking operations and systems;
administrative analysis; computer systems and applications as used
for fiscal and financial accounting and management; the Revenue and
Taxation Codes and other pertinent provisions of the Government
Code; modern office procedures.
Ability to: plan, develop and implement a wide range of
financial and administrative operations, activities and programs;
supervise, train and motivate staff; analyze, develop and implement
effective computer systems for operational and administrative
activities; interpret and apply the Revenue and Taxation Codes and
other laws, rules, and regulations including the Probate Code,
Welfare and Institution Code and Public Retirement System rules and
regulations; prepare complex reports, operating procedures and
policy manuals; communicate effectively verbally and in writing;
maintain liaison and effective working relationships with service
banks, schools and special districts, businesses, public agencies,
other departments, County officials, and the general public.
