Assistant General Services Director-Support Services

DEFINITION: Under administrative direction, plans,
organizes, and directs the Support Services Division or Facility
Services Division of the General Services Department through
subordinate managers; assists the Director in formulating and
implementing departmental policy; acts for the Director in the
Director's absence; and performs related duties as required.
DISTINGUISHING CHARACTERISTICS: This is an at-will,
assistant department head class. Incumbents are exempt from Civil
Service and serves at the pleasure of the department head.
EXAMPLES OF DUTIES:
- Directs staff in the planning, coordination, and provision of
a variety of services to County departments, including:
purchasing, reprographics, mail service, building maintenance,
capital projects (construction and renovation), real property
management, space planning, and special projects such as asbestos
abatement; oversees the development, revision, and implementation
of operational policies and procedures; directs negotiations
conducted by line managers; ensures coordination of operations for
activities integrating two or more functions; designates
responsibility in areas of functional overlap.
- Acts in the department head's absence; attends meetings of the
Board of Supervisors, making presentations and answering questions
on technical and policy issues related to facility services; acts
as departmental liaison to other County departments and
contractors and other outside organizations; responds to service
requests referred by subordinate managers; represents the
department and its position in negotiations, meetings, and other
forums.
- Prepares and monitors budget for assigned division;
facilitates the review of managers' budget requests to determine
the need for requested items, their priority, and alternate
sources of funding; analyzes services provided to ensure cost
efficiency and adequate levels of service; makes final
recommendations on division budget to the department head; may
present and defend proposed budget to Board of Supervisors.
- Participates in the selection of staff; establishes standards,
evaluates performance, and takes and recommends disciplinary
actions.
EMPLOYMENT STANDARDS:
- Three years of management experience that included
responsibility for budget preparation and control, personnel
administration, program management, and long-range planning; or,
- any combination of training, education, and experience that
would provide the required knowledge and abilities.
Knowledge of: budget administration; supervision and
performance management; negotiation methods; current management
theory and practice; organizational development.
Ability to: formulate, explain, and interpret policy;
plan, organize, prioritize, and delegate work; analyze information,
identify problems, project consequences, and make recommendations or
develop solutions; balance competing priorities; exercise
independent judgment; establish and maintain working relationships
with colleagues, staff, other departments, and elected and appointed
officials; demonstrate tact and diplomacy in representing the
department; persuade and influence others.
Desirable Qualification: Experience in purchasing, or
facilities management may be preferred, depending on the position. |
