DEFINITION: Under general direction, to assist in the
planning, organizing, administration, and supervision of the work of
the staff of the County Auditor-Controller’s Office; to develop and
install accounting systems and procedures; and to do related work as
required.
DISTINGUISHING CHARACTERISTICS: This is an at-will,
assistant department head class. Incumbents are exempt from Civil
Service and serves at the pleasure of the department head.
Responsibilities of this position include the direction and
co-ordination of the work of the County Auditor-Controller’s staff,
and the review of the work for accuracy and compliance with legal
provisions, departmental policies, and established accounting
principles and procedures.
EXAMPLES OF DUTIES: Assists the Auditor-Controller in
planning, organizing, and supervising all details of departmental
operation and personnel, and assists in the selection of
professional and clerical employees; compiles and types or
supervises the typing of the County budget requests and various
accounting and statistical reports; prepares and compiles budgetary
requirements and allowances in order to determine respective tax
rates and levies; reviews legislation and advises on implications
and applications; develops systems and methods for compilation and
preparation of financial reports and statistical statements; reviews
and approves tax apportionments; acts for the Auditor-Controller
during absences and as directed.
EMPLOYMENT STANDARDS: Any combination of education and
experience equivalent to graduation from an accredited four-year
college or university in accounting, business administration with
accounting emphasis, or closely related fields; and 4 years of
professional accounting or auditing experience, preferably
governmental, including 2 years of responsibility in the development
and supervision of accounting systems.
Knowledge of: governmental auditing, budgetary, and
related fiscal-control functions.
Ability to: understand and utilize data processing and
specialized accounting operations in developing or revising
departmental and related County-wide policies and procedures;
evaluate and interpret auditing, statistical, and legal reports and
documents; supervise centralized accounting operations; prepare
various types of accounting records and reports; establish and
maintain effective relationships with employees, officials, and the
public.
