Assessment Supervisor
Salary: $31.63-$38.61 hourly / $5,501-$6,715 monthly /

DEFINITION: Under direction, supervises and plans the work
of staff engaged in the transfer of ownership and assessment of
residential, commercial, and business properties for tax purposes;
and performs related duties as required.
DISTINGUISHING CHARACTERISTICS: Incumbents in this class
are responsible for supervising a unit of Appraisers,
Auditor-Appraisers, and related support staff. Assessment Supervisor
is distinguished from Appraisal Division Manager in that it is
primarily responsible for the day-to-day operations of a property
appraisal unit, rather than long-range planning and policy-making
for a division.
EXAMPLES OF DUTIES:
- Plans, directs, organizes, reviews, and evaluates the work of
professional, technical, and clerical staff responsible for the
appraisal and/or auditing of residential, commercial, business,
mineral, and agricultural properties and title transfer and
exemption claim review; supervises the preparation of complex
appraisals, appeals, and audits; reviews and approves property
cost estimates; develops and maintains listings of current market
values of rural properties, airplanes, and boats; and reviews
segregation, exemptions, and cancellations of properties from the
assessment rolls.
- Within area of assignment: develops goals and objectives;
monitors progress through data compilation and team meetings;
establishes procedures to standardize operations; makes
operational changes to achieve optimal efficiency; reviews work to
ensure compliance with technical and legal standards; and provides
guidance and assistance in resolving difficult problems or
complaints referred by staff.
- Prepares a variety of narrative and technical reports using
word-processing and spreadsheet applications and provides
information to management regarding the progress towards unit
goals and objectives.
- May testify before the Assessment Appeals Board to serve as an
expert witness; participates on teams to review existing
departmental policies and procedures and recommend improvements in
property tax administration methods; and collaborates with
information systems staff and other County departments on the
design and implementation of automated property tax systems and
related projects.
- Selects candidates for hire; identifies training needs;
completes employee evaluations; and evaluates the need for and
recommends disciplinary actions for subordinate staff.
EMPLOYMENT STANDARDS: Possession of a valid Appraiser's
Certificate issued by the State of California; and,
- Two years of advanced journey level experience in appraising
and/or auditing property for tax assessment purposes; or,
- two years of experience performing duties equivalent to
Appraiser III or Auditor-Appraiser III with Santa Barbara County;
or,
- equivalent combination of training, education, and experience
that would provide the required knowledge and abilities.
Knowledge of: appraisal and/or auditing techniques and
methods; state and local laws governing property assessment; methods
used in the valuation of all types of real and personal property;
current economic trends of real and personal property; methods of
work planning and project management; building construction,
including materials, quality, cost, and quantities; current
automated assessment systems and personal computer applications such
as word-processing, databases, and spreadsheets; and English grammar
and usage.
Ability to: apply appraisal and/or audit techniques;
interpret and apply state and local laws governing the transfer of
ownership and appraisal of real and personal property; learn
supervision and training techniques; plan, organize, prioritize, and
delegate work; prepare narrative and statistical reports; establish
and implement procedures to maintain operational efficiency; gather
and analyze data and make recommendations; interpret and explain
technical information to management, staff, and the public;
interpret blueprints, property descriptions, plot maps, and related
documents; use current personal computer applications; train and
motivate staff; establish and maintain working relationships with
staff and the public; make accurate computations; and make
presentations to a group.
Desirable Qualification: Possession of a valid Advanced
Appraiser's Certificate issued by the State of California. |
