DEFINITION: Under general direction, performs needs
assessments, planning, master planning and professional
architectural design of public buildings and improvements; develops
project proposals for building design and construction; coordinates
construction projects with contract architects and affected
departments; and performs related work as required.
DISTINGUISHING CHARACTERISTICS: This is the supervisory
level in the Architect career series. This class is distinguished
from the Architect class by its responsibility for supervision of
professional architectural staff.
EXAMPLES OF DUTIES:
- Reviews requests from County departments for construction or
remodeling; consults with requesting departments to determine
design requirements, modifies plans, and discusses changes with
departments; oversees master planning and site development for
future utilization of County property.
- Performs architectural design of projects; prepares outline
specifications for programmed projects; specifies materials,
methods, and equipment for projects; makes cost estimates;
consults with other architects on major projects.
- Prepares Requests for Proposals; independently, or as part of
a review committee, evaluates proposals submitted and recommends a
consultant for selection; negotiates contracts with consultants;
and writes contracts and amendments.
- Coordinates with other County staff in the preparation and
administration of design and construction contracts; administers
design and construction contracts by reviewing designs,
specifications, estimates, progress reports, invoices, and actual
construction activities of firms under contract to ensure
compliance with stipulated project scope, design criteria, and
contractual terms; makes inspections during construction;
interprets drawings, specifications, and contracts and resolves
disagreements with contractors that cannot be resolved by staff;
evaluates completed projects and verifies all contractual terms
have been met; maintains related records and prepares reports.
- Prepares a variety of documents, including: professional
service agreements, evaluation criteria for proposals, and Board
letters.
- May organize and participate in public workshops and address
decision-making bodies, such as the Board of Supervisors and
Planning Commission, or other public agencies.
- Participates in the selection of staff; assigns and reviews
work; provides professional or procedural guidance; evaluates
performance; counsels employees on professional development, work
performance, or other issues, and takes disciplinary actions when
appropriate; prepares budget requests and monitors administrative
budget.
EMPLOYMENT STANDARDS: Registration as a professional
architect in the State of California; and,
- Four years of increasingly responsible professional experience
in architectural design and construction; or,
- one year of experience performing duties equivalent to the
class of Architect with Santa Barbara County; or,
- equivalent combination of training, education and experience
that would provide the required knowledge, abilities, and license.
Initial appointment may be based on existing registration in
another state with ability to obtain California registration within
twelve months of appointment. Possession of a valid California Class
C Driver’s License may be required.
Knowledge of: principles and practices of architectural
design and related fields, such as space planning; materials,
methods, and equipment used in building construction projects;
contract administration; competitive bidding process; negotiating
techniques; public contracts code; principles of project management
and critical path method scheduling; planning principles and related
issues, such as environmental law, zoning, development, and traffic.
Ability to: plan, organize, assign, prioritize, and
delegate work of self and others; design and prepare plans,
specifications, and cost estimates for building projects;
communicate orally and in writing; coordinate work of self and
others to meet milestones and deadlines; establish and maintain
effective relationships with subordinates, colleagues, customer
departments, contractors, and the public; learn computer-aided
design and standard business-related computer applications; learn
and apply principles and practices of supervision and budget
administration; establish standards and evaluate performance. |
