Alternative Transportation Manager

DEFINITION: Under administrative direction, develops,
secures funding for, promotes, and implements alternative
transportation projects in the County of Santa Barbara; serves as
the County’s primary contact and advocate for alternative
transportation issues; supervises professional staff; and performs
related duties as required.
DISTINGUISHING CHARACTERISTICS: This is a single-position
classification reporting to the Deputy Public Works Director of
Transportation. As such, the incumbent works closely with the
Transportation Division of the Public Works Department to ensure
alternative transportation program operations integrate with Public
Works’ and County operations as a whole. Alternative Transportation
Manager is distinguished from Transportation Planner, Supervising by
its responsibilities for program management and for promoting
alternative transportation options on countywide transit issues,
whereas the Transportation Planner, Supervising class is primarily
responsible for staff conducting development review activities and
complex transportation engineering and traffic management studies.
EXAMPLES OF DUTIES:
- Plans, develops, markets, innovates, and implements
alternative transportation projects, programs, and policies in
order to improve transit connectivity throughout the
unincorporated areas of Santa Barbara County and between the
County and neighboring communities.
- Serves as the County’s primary liaison with regional
transportation planning agencies (including SBCAG), transit
providers (including MTD, COLT, and SMAT), and federal and state
transportation agencies (including FHWA and Caltrans) in order to
influence policy decisions and ensure planning, funding,
construction, and implementation of alternative transportation
improvement projects.
- Coordinates alternative transportation-related development
review and planning activities with Public Works Transportation
Division staff to ensure the inclusion of alternative
transportation opportunities, including pedestrian and mass
transit, in development review actions and in regional, state, and
federal Transportation Improvement Plans; and collaborates with
the County’s Planning & Development Department in implementing
County Circulation Element policies.
- Makes presentations to and facilitates meetings with the local
development community, citizen groups, neighborhood associations,
businesses, and other transportation-related committees,
alliances, and coalitions to explain, defend, and advocate
alternative transportation policies and actions of the County;
commits departmental or County resources at such forums; and
serves as the County’s liaison with the media for alternative
transportation issues.
- Prepares and oversees the preparation of grant applications to
enhance the funding of alternative transportation improvements
within the County; monitors expenditures on grant-funded projects;
and prepares related written and statistical reports.
- Prepares and presents written reports and oral presentations
to the Board of Supervisors, Planning Commission, and other
related bodies to provide updates on the status of County
alternative transportation improvement projects and state and
federal grant requests/funding.
- Participates in meetings, conferences, and other professional
forums to keep abreast of transportation system trends and
emerging strategies; and stays informed on community, social, and
political problems and their relevance to and impact upon
alternative transportation programs.
- Interviews, selects, and trains staff; establishes performance
standards and measures; evaluates staff performance; and takes and
recommends disciplinary actions.
EMPLOYMENT STANDARDS:
Possession of a bachelor’s degree in transportation planning,
urban planning, environmental studies, or related field; and,
- three years of professional transportation management
experience, which included development or implementation of
alternative transportation programs and at least one year of
experience supervising staff; or,
- one year of experience equivalent to Transportation Planner,
Supervising with Santa Barbara County that included development or
implementation of alternative transportation programs; or,
- a combination of training, education, and experience that is
equivalent to one of the employment standards listed above and
that provides the required knowledge and abilities.
Additional Requirements: Independent travel throughout the
County is required.
Knowledge of: current trends in alternative
transportation/transit modes and the interrelationship of land use
and travel demand; principles of transportation management planning,
development, finance, implementation, and evaluation; current trends
in federal, state, and regional transportation funding; principles
of marketing; motivational theories; standard office software;
standard English grammar and usage; and supervisory principles and
practices.
Ability to: collect and evaluate data, draw conclusions,
and employ creativity in proposing solutions to complex
interjurisdictional public policy problems; prepare clear, concise,
accurate, and persuasive reports, analytical studies, and other
written materials; prepare and make effective public presentations
before decision-making bodies; establish and maintain cooperative
working relationships with other governmental agencies, elected
officials, neighborhood associations, community groups, and the
general public; exercise tact, discretion, and diplomacy in dealing
with sensitive, complex, and political issues; exercise independent
judgment and initiative within appropriate limits of authority;
read, understand, and interpret complex regulations and policies;
plan, direct, and evaluate the work of others; and use personal
