DEFINITION: Under general administrative direction, to
plan, organize and direct county-wide agricultural and weights and
measures inspection and enforcement programs pursuant to Federal,
State and local laws and regulations; and to do related work as
required.
DISTINGUISHING CHARACTERISTICS: This is an at-will
department head class. The incumbent is exempt from Civil Service
and serves at the pleasure of the Board of Supervisors and County
Administrator. This position is responsible for administering and
directing a staff in formulating, interpreting and administering
Federal, State and County laws and regulations pertaining to the
interrelated protection of the consumer, the environment and the
agricultural industry. In addition, this position directs the
certification as to correctness of commercial weights and measures.
EXAMPLES OF DUTIES: Formulates and administers a program
for the effective enforcement of Federal, State, and County
agricultural laws and regulations; supervises a staff in enforcement
of these laws and regulations; conducts hearings to determine course
of action required to insure compliance with related laws; attends
meetings and conferences of the State Department of Food and
Agriculture and State Department of Pesticide Regulation and
consults and advises with other groups related to agricultural
problems; attends growers' meetings within the County and, as
requested, gives talks to such groups; directs the compilation of
the annual county crop report and makes other required reports to
the Board of Supervisors, the State Department of Food and
Agriculture and State Department of Pesticide Regulation; directs
departmental activities in inspecting and testing commercial
weights, scales and meters for accuracy; oversees investigation of
complaints, issuance of citations and preparation for court action;
and prepares the annual budget and controls departmental
expenditures.
EMPLOYMENT STANDARDS: Possession of California State
certificates of eligibility as a County Agricultural Commissioner
and County Sealer of Weights and Measures.
Additional Requirements: Valid California Class C Driver’s
License is required.
Knowledge of: the duties and responsibilities of the
County Agricultural Commissioner's and Weights and Measure's
offices; all pertinent State and Federal laws and regulations
including Agricultural Code and Business and Professions Code;
principles and practices of personnel and fiscal administration.
Ability to: interpret and to formulate a workable plan of
enforcement; ability to train, supervise and evaluate staff engaged
in inspection and enforcement work; ability to establish and
maintain cooperative relationships with the public.
