ADMHS Program Manager I and II

DEFINITION: Under general direction, manages prevention,
intervention, and treatment programs addressing alcohol and other
drug-related problems, mental illness, and/or co-occuring
conditions; serves as a member of the Alcohol, Drug, & Mental Health
Services (ADMHS) Department management team; and performs related
duties as required.
DISTINGUISHING CHARACTERISTICS: ADMHS Program Manager I/II
is a first-level management series found in the Department of
Alcohol, Drug and Mental Health Services. Incumbents manage a system
of interdisciplinary departmental teams and/or contract service
agencies providing assessment, prevention, intervention, treatment,
and related ancillary support services via an integrated service
delivery system to people with alcohol and other drug-related
problems, mental illness, and/or co-occurring conditions.
ADMHS Program Manager I is the professional
non-licensed/non-certified class in this flexibly-staffed series and
is distinguished from ADMHS Program Manager II by the latter’s
attainment of job-related professional licensure or certification.
ADMHS Program Manager I incumbents are expected to further their
knowledge of co-occuring alcohol and other drug (AOD) and mental
illness conditions by obtaining designated licensure or AOD
counselor certification and are encouraged to complete it within
five years of appointment.
EXAMPLES OF DUTIES:
- Directly and through departmental staff and/or contracted
service providers: plans, directs, and evaluates existing
County-provided and/or community-based alcohol and other drug use,
mental illness, and/or co-occuring conditions prevention and
intervention, residential and outpatient treatment, and other
related programs.
- Identifies unmet needs of individuals and communities
experiencing alcohol and other drug-related problems, mental
illness, or emotional disturbance; develops new prevention,
treatment, and/or support programs to meet those needs; prepares
related program and funding proposals; integrates delivery of
services with existing departmental, County, and other private and
public agency programs; evaluates the delivery and quality of
services; and makes modifications as necessary.
- Participates in local collaborative cross-agency program
initiatives; travels throughout the County and acts as program
liaison to community, regional, and statewide organizations;
promotes integrated service approaches between departmental
programs, contractors, and other County departments, private and
public agencies, clients, and families to provide and ensure
cooperative and non-redundant services; and makes presentations to
various organizations to promote and advocate for related programs
and initiatives.
- Develops policies, procedures, and performance standards in
compliance with local, state, and federal legal requirements,
research-based prevention and clinical standards, and funding
stream requirements; reviews new legislation and implements
related program and process modifications; monitors and evaluates
performance outcomes; develops logic models for prevention and
community education activities; and provides related technical
assistance and training to staff and program contractors to ensure
compliance with licensing and certification standards or
regulations.
- Serves as a member of the department’s management team;
participates in the department’s strategic planning processes;
prepares program budget and revenue projections; authorizes and
monitors program expenditures; monitors contractor revenue
generation and claiming trends; prepares related written and
statistical reports and documentation for County, state, and
federal funding sources and oversight groups, including County
plans, requests for proposals, annual reports, and contract
agreements; monitors and takes action to minimize liability claims
against the department; and serves as the department’s
representative in legal hearings.
- Selects and mentors multidisciplinary licensed and
non-licensed professional, paraprofessional, and clerical support
staff, including people in recovery; establishes and monitors
staff and contractor performance, productivity, and revenue
standards; ensures staff and contractor compliance with
departmental values, mission, and model of care; evaluates staff
performance and recommends corrective plans and/or disciplinary
actions; and creates a positive work environment for departmental
staff in order to minimize lost time and enhance productivity,
service, and teamwork.
EMPLOYMENT STANDARDS:
ADMHS Program Manager I: Candidates must possess
fundamental knowledge of alcohol/other drug-related problems, mental
illness, and co-occurring conditions; and meet one of the
employment standards listed below:
- Possession of a master’s degree in health care administration,
psycho-social rehabilitation, nursing, psychiatric nursing,
psychology, or closely related field and three years of
related post-graduate experience, including two years of
experience supervising staff and program operations; or,
- Possession of a bachelor’s degree in health care
administration, psycho-social rehabilitation, nursing, psychiatric
nursing, psychology, or closely related field and four
years of related post-bachelor’s degree experience, including two
years of experience supervising staff and program operations; or,
- a combination of training, education, and experience that is
equivalent to one of the employment standards listed above and
that provides the required knowledge and abilities.
Additional Requirements: Applicants for ADMHS Program
Manager I are not required to be registered to obtain Alcohol and
Drug Counselor (AOD) certification at time of application; however,
selectees for employment in this class must register to obtain AOD
certification (pursuant to the California Department of
Alcohol and Drug Programs’ Counselor Certification standards)
upon appointment.
ADMHS Program Manager II: Candidates must meet one of the
employment standards listed below:
- Possession of a valid license as a Psychiatrist (Medical
Board of California), Clinical Psychologist (California
Department of Consumer Affairs), Licensed Clinical Social
Worker, (California Board of Behavioral Sciences), Marriage
and Family Therapist (California Board of Behavioral Sciences),
or Registered Nurse with a master’s degree in a related field (California
Board of Registered Nursing) and three years of related
post-licensure experience, including two years of experience
supervising staff and program operations; or,
- possession of valid certification as a Psychiatric
Rehabilitation Counselor (United States Psychiatric
Rehabilitation Association) or Alcohol and Drug Counselor (California
Department of Alcohol and Drug Programs) with a bachelor’s
degree in a related field and four years of related
post-certification experience, including two years of experience
supervising staff and program operations; or,
- a combination of training, education, and experience that is
equivalent to one of the employment standards listed above and
that provides the required knowledge, abilities, and
license/certification.
Note on Out-of-State Licensure: Applicants for ADMHS
Program Manager II must possess licensure or certification in their
profession at the time of application. Initial appointment may be
based upon comparable licensure or certification in any state;
however, California licensure or certification is required within
two years of employment as a condition of continued employment.
Additional Employment Standards for ADMHS Program Manager I
and II:
Driver’s License: A valid driver’s license is required at
the time of application. A valid California Class C Driver’s License
is required at the time of appointment.
ADMHS Program Manager I:
Fundamental knowledge of: principles, methods, techniques,
standards, and ethics associated with alcohol/other drug-related
problems, mental illness, and co-occurring conditions prevention,
screening, assessment, and treatment services; and federal, state,
and local legislation, policies, regulations, issues, and resources
pertaining to alcohol/other drug-related addictions and mental
health conditions.
Working knowledge of: principles and practices of
supervision, including selection, training, and evaluation; and
standard English grammar and usage.
ADMHS Program Manager II:
Working knowledge of: principles, methods, techniques,
standards, and ethics associated with alcohol/other drug-related
problems, mental illness, and co-occuring conditions prevention,
screening, assessment, and treatment services; and federal, state,
and local legislation, policies, regulations, issues, and resources
pertaining to alcohol/other drug-related addictions and mental
health conditions; principles and practices of supervision,
including selection, training, and evaluation; and standard English
grammar and usage.
ADMHS Program Manager I and II:
Ability to: learn and apply principles, practices,
and techniques of program management design, implementation,
measurement, evaluation, and improvement; learn and apply principles
and practices of budget management; learn and use personal computer
software applications used by the department; supervise and train
staff; plan, organize, and prioritize work of self, individuals, and
teams; establish effective working relationships, including those
with clients and their families, County staff, contractors, and the
public; defuse stressful and/or hostile situations; make
presentations to small and large groups; communicate effectively
with people of various socio-economic backgrounds and temperaments;
collect and analyze data; draw conclusions and make recommendations;
establish policies and procedures; read, interpret, and apply
complex regulations, policies, and guidelines; and prepare narrative
and statistical reports.
Background Investigation: Finalists for positions in this
class series will be required to pass a pre-offer, job-related
background investigation.
Selectees for employment must as a condition of employment sign a
